A fresh perspective.
We are developing a layered paper toilet seat cover system. It puts a replaceable paper surface over the seat, with a small manually operated separator to help remove the used layer.
The aim is simple: a fresh contact surface, followed by a straightforward finish. After use, peel away the upper layer and flush the water-soluble, biodegradable paper. The next layer stays on the seat, ready for the next use.

The paper layers are water-soluble and biodegradable. These properties apply to the paper, not the separating mechanism or packaging.
